Dawn Lee advises her nonprofit clients on election and campaign finance law, ethics and lobbying, and the wide range of laws applicable to tax-exempt organizations.

Prior to joining Harmon Curran, Dawn served as Associate General Counsel at American Federation of State, County & Municipal Employees (AFSCME) from 2018 to 2021. Her primary areas of practice included election law, ethics and lobbying, and tax-exempt organizations. She advised AFSCME on its federal and state political programs and its advocacy work. She additionally assisted AFSCME in its efforts to expand collective bargaining laws in the public sector and with various litigation matters, including First Amendment issues. 

Before her time at AFSCME, Dawn was an Associate Attorney at Wallace & Nordan where she specialized in election law, tax exempt organizations, and commercial litigation. She represented individuals, corporate clients, nonprofit organizations, and political committees in state and federal courts and administrative forums. She advised clients in lobbying and campaign finance compliance, business contracts, and the incorporation of entities. Her litigation practice was concentrated in business tort and contracts.

Dawn lives in northern Virginia with her husband and daughter.  When she’s not working or acting as her daughter’s chauffeur, she enjoys running, cooking, and learning how to ice skate (a work in progress).
