Brett Kappel speaks on the conversion of a campaign account into a PAC by former U.S. Senator Sherrod Brown
In an article published by the Cleveland Plain Dealer titled “Sherrod Brown converts U.S. Senate campaign account into PAC amid 2026 speculation”, written by Sabrina Eaton and published on March 31, 2025, Brett Kappel spoke about the details of former U.S. Senator Sherrod Brown’s new PAC, called the “Dignity of Work” PAC. Brown served more than 30 years in Congress, and this PAC was converted from Brown’s campaign fundraising account. Before serving in Congress, Brown was an Ohio state legislator and the Secretary of State for Ohio.
Kappel stated that Brown formed a “hybrid PAC”, which “…means it can accept $5,000 contributions from individuals each year and use those funds to make its own contributions to favored candidates and other political committees.” Kappel continued by explaining that any of the funds raised by the PAC could be directed to the Dignity of Work Institute, a new nonprofit that Brown recently launched, as long as it’s not used to benefit Brown personally.
Brown’s extensive political career at the state and federal level has led to speculation on whether he will decide to run again after losing his senate seat to Republican Bernie Moreno last fall. Speaking on the likelihood of launching another political campaign, Kappel stated that “If he was going to run again, he wouldn’t have gone through the trouble of converting this into a hybrid PAC…if Brown did decide to run for office again, he could always launch a new account.”
