Brett Kappel was quoted in a recent article investigating Kansas Sen. Roger Marshall’s use of taxpayer dollars and campaign funds

The article titled “Roger Marshall’s complicated history of blurring the line between taxpayer dollars and campaign cash” was a collaboration between the Kansas Reflector and MS Now, and was published on October 9, 2026 by Sherman Smith and Matt Fuller.

Their investigation revealed communications between congressional staff of Marshall’s that raises questions about the use of taxpayer dollars for campaign travel and meetings. One such quote by Marshall’s chief of staff, Brent Robertson, shows the thinking behind spending decisions, saying “We have a lot more leash than even I thought.” Kappel pushed back on that claim, stating “‘staff do not, actually, have a long leash’ on the use of official funds for campaign purposes.”

Ethics rules and federal law clearly delineate the rules for spending taxpayer dollars versus spending campaign funds, and congressional staff are briefed in detail on those guidelines. Kappel went on to reference a House Ethics memo, stating that “There are a few, very limited, and very specific exceptions that permit the use of official resources for campaign purposes.” Marshall is up for reelection this November, and this issue has been at the forefront of this Senate race.
