The New York Times recently quoted Brett Kappel discussing the formation of the Democratic Association of Secretaries of State’s new organization Value the Vote, which focuses on protecting election workers in battleground states in the face of GOP-led efforts to thwart safety funding. Kappel explained “it will take a court to decide if that is prohibited donation of services or whether it falls within the exception for services provided without remuneration.”
